The Concord Planning Board granted minor site plan approval and architectural design review for Enterprise Rent‑A‑Car to remove an existing garage and construct a new two‑bay garage at 28 Manchester Street, subject to several precedent and subsequent conditions.
Ian McGregor of Northpointe Engineering and Becky Marcinkovich of Enterprise described the project as a replacement of an existing facility with a proposed new 1,003‑square‑foot garage (net increase in impervious area ~760 sq ft). Staff recommended conditional approval and highlighted broken vertical granite curb and adjacent sidewalk in poor condition; staff recommended a precedent condition requiring replacement of the damaged curb segment and adjacent sidewalk restoration.
Board members debated whether the applicant should be required to replace the existing curb segment if the damage predated the applicant's work. The board reached consensus that the applicant need not pay to replace curb elements that were not caused by the proposed work but did require the applicant to demonstrate sidewalk connectivity and to show the required floor drain and drainage spot elevations on the plan set. The applicant agreed to adjust landscaping, relocate the dumpster pad where needed for fire code, provide turning templates for truck/dumpster access and to coordinate replacement tree locations on site.
The board moved, and carried, motions to grant architectural design review and minor site plan approval with the listed conditions. Staff will verify the floor‑drain arrangement (existing or new) and the engineering division will determine restoration limits for any curbing/sidewalk work that is necessary as part of the project.
