Staff said the recommended projects for the upcoming CIP emphasize preservation of assets and selected construction projects tied to development. Indian Creek improvements (Site 7) were flagged for reprioritization and staff said they will return in December with steering‑committee recommendations for which sites to advance. Council members asked whether the cited $4.5 million capacity figure referred to local share only (staff confirmed it was the local share) and probed sensitivity to economic conditions; staff said the decision to forgo bonding this year was driven by project timing, alternative funding identifications and a desire to preserve flexibility rather than an immediate economic stressor.
Council advised clarifying line items (for example, noting HMA funds were moved into the pavement management program) so public readers would not misinterpret the CIP as cutting established programs. Staff agreed to annotate the materials and return with additional detail at future touch points leading into the January budget work session.
