Council approves sole-source purchase of Hydra/Hydro Stop valves for water mains

At the meeting staff described per-unit pricing: 6-inch valve bodies at $2,900 each plus a cartridge piece priced at $1,800; the 8-inch body at $3,400 plus a $2,100 cartridge. The department said the city’s insertion tool handles lines up to roughly 12 inches; larger mains typically require a shutdown for replacement.
A council member moved to amend Item 2 to correct the company name in the whereas/resolved clauses from the transcript spelling 'Hydro Stop Holding LLC' to 'Hydra Stop LLC.' The amendment was seconded and adopted by roll-call vote; the item as amended was then adopted by roll-call vote with Council Members Bendo, Lester, Reinhart, (vice-president spelling varies in the transcript) and President Finn recorded as voting "Yes."
The city said funds and procurement authority for the purchase are in place under the department's maintenance program; staff committed to follow up on exact delivery and installation timing.
Next steps: staff will finalize purchase orders and schedule valve installs; because the work involves live-line insertion, DPW noted operational limits and said larger mains may require service shutdowns.
