Lock Haven — Lock Haven City Council on Oct. 20 voted to approve a resolution authorizing the intermunicipal transfer of Pennsylvania restaurant liquor license R20057 to the Haven Exchange LLC, an applicant that plans to operate a self‑pour tasting venue and small‑menu restaurant at 104 East Main Street.
The council opened a public hearing on resolution 20 25‑42 and heard from Paul Ryan, the applicant’s attorney, and Parker Rich Everett, the owner and sole member of the Haven Exchange LLC. Everett described a concept that uses RFID wristbands to allow patrons to pour measured samplers (1–3 ounces) from taps, with a front‑counter kitchen for food, standing tables, an initial seating target of about 40 and a manager and staff who will receive Pennsylvania server certification. Everett said the license currently sits in Porter Township (Clinton County) and that council approval is one step before seeking final authorization from the Pennsylvania Liquor Control Board.
Council members asked detailed operational questions about the premises, including where food will be prepared, how the upstairs apartment will be separated from the licensed area and how staff will monitor and limit pours. Everett said staff will card patrons at the door, issue RFID cards tied to individual pour quantities and require the manager and at least key staff to hold state server certification.
After testimony and council questions, a motion to adopt resolution 20 25‑42 was moved and seconded and passed on a roll‑call vote with the members present voting in favor.
The council’s approval authorizes the municipal portion of the transfer; the Haven Exchange must still obtain approval from the Pennsylvania Liquor Control Board and comply with all applicable state and federal laws. The council also accepted for the record a proof of publication from the Lock Haven Express and floor‑plan exhibits submitted by the applicant.
The council recorded no additional conditions to the municipal approval; next procedural steps are the state review and any required inspections before the license becomes effective at the new location.
