Edinger said she could not provide a definitive comparison for all cities but had observed that municipalities often split grades by department and that the proposed approach best serves the city's operational needs.
After discussion, a motion to approve the resolution was made, seconded and carried by voice vote.
The resolution will be implemented through HR and affect classifications and pay steps in identified departments; the council did not direct the city to adopt a single, uniform grade across every department.
