Kingsport board approves package of resolutions and ordinances, unanimous votes on Nov. 4

The Kingsport Board of Mayor and Aldermen on Nov. 4 approved a series of routine and programmatic actions by unanimous votes. Highlights of actions the board approved include:
- Appointments to five boards (Cultural Arts Commission, Tree Advisory Board, Park and Recreation Board, Library Commission, Pet Works governing body) on a single motion; motion moved by Alderman George and seconded by Vice Mayor Duncan.
- Approval of minutes for Oct. 20 and Oct. 21.
- Budget adjustment ordinance for fiscal 2026 (first and second readings), which accepts a donation to the police department, two state grants for senior centers, moves visitor enhancement funds to Bays Mountain Park and accepts TDOT funds related to water and sewer SIA projects. The ordinance was approved on second and final reading by roll-call vote (7–0).
- A resolution accepting a donation of roughly $15,000 from Lowe’s to remodel living areas at Fire Station 4 as part of Lowe’s national community project; staff said Lowe’s will provide substantial volunteer labor and local vendor support.
- A $165,004.98 authorization to purchase the ImageTrend Elite records management system for the fire department.
- Renewal of CivicRec recreation management software and purchase of 30 credit‑card terminals, with projected annual savings of roughly $15,000–$16,000.
- Acceptance of $250,000 in state grants for senior-center programming, including expansion of virtual programming at Lynnview.
- Purchase authorization for water valves from Ferguson Enterprises using an Omnia Partners contract in the amount of $152,039, to add redundancy at the water treatment plant.
- Ratification of a license-use agreement allowing FEMA to use office space in the V. O. Dobbins complex at no cost through April 2026.
- Acceptance of a donation of roughly 2 acres from Schoolhouse LLC on Macquarie Street for future Greenbelt development.
- Approval of the consent agenda (apprenticeship grant application, bulletproof vest reimbursement grant application, statement of support/reserve authorization).
All listed motions were approved with recorded tallies of 7–0 unless otherwise noted in board minutes.
