Because citation volume has increased this year, staff advised expanding Turbo Data’s scope to automate the historically manual administrative‑citation process (the city issues roughly 300 admin citations annually), help with collections for stale accounts, and complete one‑time integrations to ready the system for ALPR enforcement. Staff estimated a one‑time integration cost of about $6,000 and ongoing annual maintenance near $3,000; overall additional contract authority requested was about $58,834 over three years for the added services.
Staff projected that automation would save substantial staff time per citation (an estimated 45–75 minutes) and increase collection rates, with net efficiency and revenue gains that would offset the added contract costs.
Council approved the amendment and asked staff to confirm data‑governance and privacy language for ALPR data integration as police department policy and vendor contract terms are finalized.
