City commission approves permits, rezonings, annexation, contracts and nominations; denies one grant application

At its meeting, the Harlingen City Commission handled a series of routine and contested votes, approving several land-use and program items while denying one proposed grant application.
Among the approvals: the commission granted a special use permit to allow a bar/lounge at 323 West Jackson Avenue, adopting staff-recommended conditions during first-reading consideration. The commission also approved a rezoning of roughly 6.08 acres to General Retail (GR); that motion passed with Commissioner Morales recorded as opposed. A voluntary annexation and initial Light Industry zoning for a 4.5-acre lot in Harlingen Industrial Park passed unanimously.
The commission denied the staff recommendation to submit a grant application to the governor’s office for the SHSP/NUASI border crisis response program (consent item 7a was removed and denied). Commissioners approved two contracts with the Boys & Girls Club of Harlingen for FY26 — $145,757 for teen services and $140,104 for youth services — and praised the organization’s local programming.
Other actions: commissioners reappointed David Argebreit as the city’s nominee to the Cameron Appraisal District board, passed a resolution to deny Texas Gas Service’s proposed rate increase and seek reimbursement of the city’s reasonable rate-case expenses, voted to keep November 19 and December 17 meetings on the calendar (motion not to cancel carried), and reappointed an architect to the Construction Board of Adjustments.
The commission approved the minutes of the July 2 regular meeting by voice vote and carried other consent items as noted.
