Council approves Alfero Brothers to repair and replace concrete on two street sections

Hammond, La. — The Hammond City Council on Nov. 18 voted to award the FY‑26 miscellaneous concrete street improvements contract (project 420‑12602) to Alfero Brothers Concrete Construction, following a bid opening on Nov. 6.
Mitchell Roniger of Spangler Engineering summarized the project scope: remove deteriorated asphalt and replace it with concrete along the 100 block of North Hazel Street and install concrete shoulders and curbs on West Dakota and North General Pershing near the ballfield. The shoulder and curbing work will be split 50/50 with Southeastern Louisiana University (SLU).
Twelve responsive bidders submitted proposals; Alfero Brothers was the lowest responsible bidder and its bid came in under budget, Roniger said. Councilmembers asked about the company's prior work in Hammond; Roniger said the firm performed work earlier in 2025.
The council moved to award the contract; roll‑call votes recorded Aye from councilmembers and the award was approved.
Next steps: city staff will finalize the contract with Alfero Brothers and schedule construction work to begin under city procurement rules.
