Council approved the consent agenda, which included formal acceptance of a $10 million Safe Drinking Water Revolving Loan Fund award for the city's treatment-plant project. Staff said the award included a $7 million loan at 1% interest and a $3 million grant component. The council also considered a technical assistance grant application from the Oregon Department of Land Conservation and Development to fund an Economic Opportunity Analysis (EOA); staff said the EOA would update the city’s economic-element data, produce a buildable land inventory and provide policy recommendations to inform a 20-year planning horizon. The grant request amount and anticipated local match were presented; staff said $12,000 was budgeted to cover up to a 15% match if the grant is awarded.
Council accepted the consent agenda items by roll call. Staff noted that the EOA would include a public involvement plan and mapping of employment lands and could inform future comprehensive plan updates.
