Urban renewal staff said the grant, which provides up to 25% of eligible costs not to exceed $50,000, plus a separate Main Street grant of about $400,000, could not be completed within the original timeline because of unexpected subgrade and foundation work. The property owners (Scott and Patty Hillier, through related LLCs) requested a one-year time extension. Staff said URA grant funds can be carried forward and remain available for the project if the board approves the extension.
Councilor Rick moved to amend the grant expiration for resolution 247499 to Nov. 6, 2026; the motion was seconded and passed by roll call. Staff confirmed the carryover funds would be available for the extended period.
