City staff recommended pausing a partition survey for Beacon Hill Park after a consultant'led survey identified drainage swales, a culvert, easements and small wetlands that reduce the usability and value of candidate lots. The survey and an appraisal that estimated about $100,000 for a 0.3-acre lot prompted staff to ask the council to step back and reengage the public on park design and boundaries.
Brad (staff) told council the northern Beacon Hill parcels presented several complications: limited frontage, deep culverts requiring substantial fill, and irrigation district easements that could lower appraised value. "The appraisal came back at about a $100,000 for that 0.3 acre lot," staff said, and noted the appraiser did not factor in the encumbrances.
Council discussed alternatives including selling a smaller parcel to an adjacent owner (a property-line adjustment rather than a partition) or preparing Parcel 2 for listing while starting public engagement. After discussion, the council voted 5-3 to suspend the survey and proceed with community outreach and further consideration of adjacent-owner sale options. Council asked staff to return with results of public engagement and further options for aligning park planning with housing and housing-opportunity-fund goals.
Next steps: staff will halt further survey work for now, carry out public engagement on Beacon Hill Park amenities and boundaries, and report back to council with community feedback and updated options for the parcel(s).
