Assistant City Administrator JD McCauley introduced a proposed non‑exclusive franchise agreement for Lumis Fiber, described in the study session as providing another fiber option in the city and associated in discussion with T‑Mobile. "This just grants them the, non exclusive franchise agreement, lets them come in and get into our right of ways and access, our citizens," McCauley said.
Council members asked whether installation would be citywide and how work in front yards would be handled; McCauley responded that deployment would be phased and that the company has met with utilities staff to identify existing underground lines. McCauley and staff said the provider will use customer‑notification processes and a service line for residents to report property damage, and that utilities staff (James and his team) have begun coordination.
