Assistant City Administrator JD McCauley told the council the planning commission delivered a positive recommendation to annex approximately 67.45 acres near Hammond Pond Road for single‑family detached housing. “This is a recommendation from, the planning commission to, positive recommendation for annexing, plus or minus 67.45 acres for, Hammond Pond Road,” McCauley said, noting the area would be zoned R‑14.
Tommy Paradise, the city’s plan development director, emphasized the current action is annexation only: the developer has not yet submitted a site plan or preliminary plat. Paradise said lot sizing under R‑14 would be about a third of an acre and that the planning commission unanimously recommended annexation with no members of the public opposing the application at the commission hearing.
Council members asked about access and connectivity. Paradise and other staff said they will explore connections to adjacent neighborhoods (including Chanticleer and Renfield at Chanticleer) and a potential link to the back of the Rapids subdivision to improve emergency access; staff flagged the single vehicular entrance on Hammond Pond Road as an issue to be reviewed in later site‑plan work. McCauley said the developer is proposing about 94 homes; staff stressed that the annexation vote does not finalize street layout or stormwater design.
The planning director and McCauley said staff will return with detailed site plans, plats and traffic/access analyses as the developer advances the project. No formal vote or ordinance was recorded in the study session transcript.
