Moore council adopts ordinances requiring drivers to move property‑damage vehicles and banning open marijuana consumption while driving

The Moore City Council adopted two municipal-code amendments during its Oct. 20 meeting that change how drivers must behave following property-damage-only crashes and how marijuana can be possessed or consumed in vehicles.

Ordinance 106925 amends Part 15, Chapter 14, Section 15‑14‑02 of the Moore Municipal Code to require drivers involved in collisions that cause property damage only to move their vehicles off the roadway to the shoulder, emergency lane or another safe location that does not obstruct traffic. Staff described the change as narrowing a previous gray area by requiring removal of vehicles where it can be done without further obstructing traffic. The council voted to adopt the ordinance.

Ordinance 107025 adds a provision to Part 3, Chapter 3‑1, Section 3‑106 to prohibit the transportation of an open container of marijuana and the consumption or inhalation of marijuana smoke while operating a moving vehicle. Staff told the council the change coincides with a new state law that takes effect Nov. 1; the ordinance was adopted to align city code with that state law.

Both ordinances were presented as clarifying changes and were adopted by roll-call votes recorded in the meeting transcript. The council did not indicate any amendments to the proposed language on the floor during the meeting. The ordinances take effect per the city’s standard ordinance-adoption process; staff did not specify implementation details or enforcement plans in the meeting.
