Council approves change orders for Mason Run Drain regrading and Telegraph Road sidewalks at former La-Z-Boy site

Monroe City Council approved change orders to install sidewalks along Telegraph Road (north side across the Mason Run Drain) and to regrade a portion of the Mason Run Drain adjacent to the former La-Z-Boy parcel.
Engineering staff explained the drain required daylighting and fine grading after demolition of the La-Z-Boy building and that permitting revealed a standard requirement from the drain commissioner's office: a maintenance agreement in which the city accepts responsibility to repair any sidewalk the drain office might later damage while performing drain maintenance. To take advantage of an on-site excavation crew, staff recommended proceeding now.
Council approved a motion to award a change order to GV Cement Contracting Company Inc. for sidewalk work (up to $125,000 including a 15% contingency) and a change order to Sal and Bean Trucking and Excavating Inc. for Mason Run Drain regrading (up to $125,000 including contingencies and allowances). The director of engineering was authorized to sign the change orders, the mayor or clerk treasurer to execute necessary agreements, and the assistant city manager/finance director to make required budget transfers. Roll call was unanimous.
Council members noted the work will support future downtown and riverside activation tied to ALCC investments and next year's Altrusa Park improvements.
