McCall directs staff to prepare formal comments on Valley County comprehensive plan update

Council received a staff briefing on Valley County’s notice of a comprehensive plan and code update and directed staff to prepare a formal comment letter for the county’s public process.
Community and Economic Development Director Michelle Grunewelt said the county draft reads largely as an existing-conditions report with generalized language and limited implementation tools, noting added items such as a riparian-area overlay (150-foot buffer with 50-foot residential/100-foot other setbacks), driveway standards, BMPs for stormwater, and fire protection measures. Grunewelt and councilors said the county draft lacks a clear vision statement and a robust public-involvement process, and recommended the city ask the county to use the McCall-area impact-area plan as a model or adopt an overlay to preserve local standards.
Council asked staff to prepare comparative exhibits showing how proposed county standards differ from the previous McCall-area impact-area rules and to circulate a draft letter for comment; staff will aim to distribute a draft to council the next day so the letter can be submitted a week prior to the county hearing. The council also unanimously authorized the mayor to sign the finalized letter when complete.
