Moore City Council voted to deny rezoning application RZ1053, which would have changed zoning to allow automotive and light equipment uses, including outdoor tire repair and outdoor storage, at a strip center near Northeast 12th Street and Santa Fe Avenue.
Staff told the council the property currently sits in a commercial strip center and the applicant proposed using the east-most space for a tire retail and repair shop with outdoor repair activity on the east or south side of the building. Planning staff recommended denial, saying outdoor automotive repair and tire displays could have negative impacts on surrounding residential areas through unsightly storage, noise and potential light trespass. The recommendation noted the site's proximity to planned and existing residential and multifamily developments and said the Envision Moore 2040 plan favors community-commercial uses compatible with nearby housing.
Councilmembers discussed the condition of the neighborhood and the applicant's intent; staff confirmed the applicant owns the strip and intended to use the eastern unit for the tire business. The planning commission had recommended denial by a 7-0 vote, and the council followed staff advice and denied the rezoning by roll call.
The denial preserves the property's current commercial classification and leaves outdoor automotive repair activity subject to a future application only if zoning or special-use provisions change.
