McCall council approves RFP to update comprehensive plan, transportation master plan and design guidelines

City staff presented a draft request for proposals to update McCall’s area comprehensive plan, its transportation master plan and the city’s design guidelines, and the council voted to authorize staff to post the RFP.
Community and Economic Development Director Michelle Grunewelt said the approach mirrors the 2016–18 effort that produced the current documents and argued that bundling several planning tasks produces efficiencies in outreach and better-integrated policy outcomes. The RFP would be posted as soon as council approves any final edits, proposals would be due Nov. 14, and staff expects to bring a contract recommendation to council in December and to kick off work in January. Grunewelt estimated the project would span roughly 18 months to two years and noted the transportation update will include a new parking study.
Councilors asked that public involvement and certain design elements be front-loaded in the process, requested that comparisons and exhibits be provided during the vendor selection process, and asked staff to ensure the RFP is sufficiently clear on scope and deliverables. A motion to approve issuing the draft RFP was moved, seconded and approved by roll call.
Staff said the project will be budgeted over two fiscal years within the city’s capital improvement program and that the RFP intentionally leaves room for proposers to propose team compositions and approaches.
