Council hears updates on sewer-remediation program; timelines extended for owners with completed inspections

City staff briefed Maumee City Council on changes under consideration to the sanitary sewer overflow remediation policy and program, which was on its second reading. Staff said the program would extend the time allowed to complete interior repairs for property owners who signed a commitment and completed an inspection: "the time to complete interior work will be extended until 04/08/2026 or 1 year from their inspection date, whichever is later," a staff member said.

Staff also told council that it will establish a three-member appeal board to hear appeals of capital project manager decisions related to the program. Council clarified the program's covered work is limited to redirection of footer drains, correction of downspouts and other drains, and installation or correction of sump pumps; funds for repairs to lateral sewer lines are limited and restricted to activities such as relining. The staff summary noted that for properties without a completed inspection the deadline would default to April 8, 2026.

A resident (Gary) asked whether signing the commitment letter by year-end was necessary to access available funds; staff replied that signing the commitment letter is required to qualify for reimbursement and that homeowners would submit two estimates and be reimbursed according to adjusted median income. Council members emphasized that financing mechanisms remain subject to future committee decisions: "this is a second reading," and staff confirmed the financing approach may be updated by the finance committee.

Council did not adopt final financing changes at the meeting and indicated further committee discussion is expected before the program becomes final.
