Maumee Council approves amended contracts ordinance after stripping $5,000 review requirement

Maumee City Council voted to approve Ordinance 30-2025 on third reading after removing a sentence that would have required the mayor or city administrator to review and approve any contracts, leases, licenses or purchases "in excess of $5,000." Councilmembers argued over whether the $5,000 threshold was too low for routine department spending and whether it undercut directors' autonomy.

The debate began when Councilmember Marco asked why the council had chosen "$5,000" and said, "$5,000 seems a bit low." Public service and finance staff explained the intent was a "second level of accountability" while noting the public-bidding threshold and historical practice allowed higher signing authority. The public service director said the city had previously operated with a $75,000 signing limit tied to bidding rules and warned that $5,000 would prevent routine small purchases: "I think 5,000 is very low. I don't know that there's much that I would be able to purchase in that level without getting another approval."

Mayor Mcdonald and Councilmember Chelsea moved to strike the newly added sentence and return that language to committee for further review; Chelsea said the change had been "added to this ordinance today" and moved to withdraw it. After a roll-call vote on the motion to withdraw the sentence, council proceeded to a motion to adopt the ordinance as amended. The motion to adopt Ordinance 30-2025 was made by Councilmember Marco and seconded by Councilmember Harris; the council approved the ordinance on third reading.

The ordinance as approved retains the structure clarifying who may execute contracts and incorporates committee recommendations reached during prior finance meetings, while leaving open any future technical adjustments. Council members said the intent is to balance departmental autonomy with oversight through the budget process and administrative review. The council did not adopt a new, lower signing threshold and directed that any further changes be considered in committee before a future vote.

The ordinance modifies Maumee's codified ordinances chapter on contracts; the council did not specify an immediate implementation date in the meeting discussion. Questions about the precise administrative procedure for approvals and any reporting requirements were left to the city administrator and returning committee review.
