Staff also proposed revising inhumane-treatment language to require a licensed veterinarian for ear or tail cropping.
Council members raised enforcement concerns: the draft before the council eliminated pre-issuance inspections for permits and made permitting complaint-driven, and several members warned that removing routine inspections could undermine enforcement because applications would not be verified unless a complaint was filed. Staff said the draft was modeled in part on other Texas cities and that some elements were intended to deter roadside sales by adding permitting penalties.
Councilmember Collins moved to adopt item 7.4 but strike the breeder-permit and multi-pet permit changes; the motion preserved standardized language and the impound-fee sterilization incentive. After clarifying which specific sections would be removed and accepting a friendly amendment, the council voted to adopt the package with the deletions unanimously. Staff said inspections that currently exist in the ordinance would be removed by the changes as drafted, so council's deletions preserve the existing inspection language where the motion restored the existing code.
Council asked staff to refine enforcement language and to return with clear application forms and verification policies if the council later pursues breeder or multi-pet permit changes.
The ordinance revisions adopted at first reading include the impound-fee waiver tied to sterilization, clearer prohibitions on inhumane treatment (requiring a licensed veterinarian for ear/tail cropping), and several housekeeping edits; the breeders permit and expanded multi-pet permit items were removed from the current proposal.
