Council approves $65,890 contract for East Bay Drive design amid one dissent

The Long Beach City Council voted Oct. 7 to authorize a $65,890 contract with D & B Engineers and Architects for design and construction administration services to fully reconstruct the 300 block of East Bay Drive.
City staff said the block (Monroe to Lincoln) is a primary access route for an assisted living facility and Mount Sinai’s emergency department, is in poor condition and prone to flooding. Ken (staff) told the council that design work would begin by the end of the month with an eight‑month design period and hoped construction would start about a year later; estimated construction cost is about $1.4 million and the project is in the capital plan.
Council member Lester said he would not vote for contracts he had not reviewed and cast the single recorded no vote; the remainder of the council voted in favor. Staff cited recurring water main failures within front yards on the block and said that operational concerns made the location a priority.
