Lewiston OKs design contracts for A Street safety project and East Orchard sewer expansion; sewer contract contingent on grant

Lewiston’s City Council on Nov. 24 approved two professional-services agreements advancing design work on separate infrastructure projects.
A Street safety improvements: The council authorized a design contract with Concert North America Inc. not to exceed $214,961 for the A Street Safety Improvements project. Director Dustin Johnson said the agreement is connected to a Local Highway Safety Initiative grant; the city’s local match is about $15,778 (roughly 7%), which Johnson said will require a budget amendment because the project was not listed in the FY2026 budget.
"This is a lighting and safety grant for the section of this is 8th Street to the top all the way to Southway," Johnson said, explaining the scope is primarily safety-focused design work. Councilors asked staff to confirm budget treatment and Johnson agreed to provide that information.
East Orchard Sewer Expansion Phase 4: The council also approved entering a professional-services agreement with Merrick (referred to in the packet under a prior name) to have engineering services available so the city may apply for DEQ grant funding for Phase 4. Johnson said the city must have an engineer under contract in order to apply; the contract will be amended with a task order only if the grant is awarded. "If there's no money, nothing happens," Johnson said.
Both motions carried with recorded ayes.
Next steps: Staff will return with a budget amendment for the A Street local match if required and will move forward with the Merrick contract only upon grant award.
