Council issues negative declaration on Limerick Village EAW; findings approved

Staff explained that the project — a large mixed-residential proposal with single-family, townhome, apartment and senior housing components and a central stormwater pond — exceeded the mandatory EAW thresholds for residential units and that an EAW had been prepared, published and sent to 17 reviewing agencies. The Metropolitan Council deemed the EAW sufficient from a regional standpoint and the Minnesota Pollution Control Agency submitted advising comments on noise and wastewater accuracy; the city addressed those comments in the Findings of Fact.
Given the information provided and responses to agency comments, staff recommended a negative declaration; council adopted Resolution No. 2025-073 and then approved the Findings of Fact and Record of Decision by voice vote.
Next steps: the developer may proceed with subsequent permit steps consistent with the EAW and any advisory items noted by reviewing agencies.
