Council approves routine items, directs staff on water-tank land after closed session; golf-cart ordinance tabled

The Josephine City Council approved a series of routine items and staff recommendations at its regular October meeting and directed staff to pursue land for water tanks after closed-session consultations.

Council approved the consent agenda, corrected two entries in the September minutes, and accepted financial clarifications about roughly $2 million in quarterly withdrawals that staff said were used to pay contractor pay applications for the public safety building and wastewater plant. Project updates for the public safety building and multiple engineering reports were received and accepted.

After an executive session held for attorney consultation the council voted 5-0 to direct staff to proceed as instructed on acquiring land for water-tank infrastructure. No further details on the transaction were disclosed in open session.

A separate ordinance to regulate golf carts and off-highway vehicles was discussed at length — council members debated required safety equipment, nighttime operation with proper lighting, proof of financial responsibility and whether local license-plate rules could be adopted for city streets. The council directed staff to research whether the city can omit or tailor state license-plate/registration requirements and tabled the ordinance pending that legal review.

Other actions included approving monthly engineering and planning reports and asking staff to return next month with clarifications on code amendments and development standards. The meeting closed with several items added to future agendas, including requests for more granular police patrol reporting and an ethics/disclosure discussion for potential conflicts of interest.
