Commission approves ordinance reclassifying tax clerk to assistant occupational tax administrator

On second reading the Owensboro City Commission approved Ordinance 18‑2025, revising the employee handbook to add the pay grade titled assistant occupational tax administrator by reclassifying one of three occupational revenue clerk positions.
City Manager Pagan explained the change responds to an increased workload in the tax department and "enhances the department's depth of knowledge and operational capabilities." He said the reclassification "does not create a new position" but provides additional capacity for tasks such as net‑profit audits and review or approval of refund requests. Danae Galloway had earlier described tax office responsibilities and audit collections that informed the request for reclassification.
The ordinance was read for approval on second reading. A motion to approve was made, seconded and passed on a roll call vote with commissioners recorded as voting in favor.
