SPF committee moves to publish NOFA if DWR advance arrives; approves facilitator contract changes

Committee members discussed timing and program design for a Notice of Funds Available (NOFA) that would be issued if the advance is secured. Staff presented a NOFA worksheet that anticipates a $200,000 pool and outlined options for reserving roughly $40,000 for administration and small allocations; the facilitator’s annual fee was listed as $9,600. After discussion about priorities, a member moved to allocate available grant funds 50 percent to the downtown/historic district priorities and 50 percent to the NOFA/project categories; the motion was seconded and passed unanimously.
The committee discussed publication timing for the NOFA and signaled a preference to release materials in November if the contract and letters of understanding are available, to give applicants time to prepare. Staff said letters of support and a proposed letter agreement between SPF members, state water contractors and DWR could arrive in the next two weeks, with the full contract to follow.
The steering committee also took two contract actions related to SPF administration. Members approved four amendments to the existing agreement with Marciniak Consulting Services that extend the term to May 2028, require written amendment approval by the city and the steering committee, and add a revised compensation schedule allowing up to 20 hours per month. The committee also approved a separate one‑time payment of $325 to Robert Marciniak to cover extra hours spent on the new city website. Both measures passed unanimously on voice/roll call votes.
Staff noted one procedural inconsistency in packet materials: one page referenced $100,000 availability, while other materials and the DWR draft referenced $200,000; staff said the packet will be clarified before final publication. The committee directed staff to proceed with next steps — finalizing letters of understanding, preparing NOFA materials and coordinating timing with the fund administrator — and to ensure public notices and workshops accompany the NOFA release.
The committee adjourned other business to allow staff to proceed with contract finalization and NOFA preparation.
