Staff said the changes stem from ongoing design decisions and are consistent with the consultant Strand Associates' recommendations; a second-opinion contractor is finalizing a separate review but staff described the amendment as not introducing major design changes that would halt progress.
On the anti-degradation report, staff said the document is required for development of the new wastewater facility and will be used by the Iowa DNR to evaluate whether the project will avoid unnecessary pollution of adjacent waters. The public-comment period began with an advertised start on Oct. 4 and no comments had been received as of the Nov. 3 meeting. Council approved staff recommendations on both items by roll call.
Council members asked operational questions during the amendment discussion about timing and the contractor review; staff said work was proceeding so the city could stay on track for potential construction timelines. The approvals keep the city's wastewater project moving through design, funding and regulatory steps.
