Norwalk committee recommends pausing plan to assume jurisdiction of Highway 28

Norwalk — The council’s Envision 2035 committee brought a Highway 28 jurisdiction discussion to the Oct. 16 meeting and recommended pausing efforts to adopt the state highway now.
Committee members reported the Iowa Department of Transportation policy will not allow a city to adopt a portion of a highway if doing so would create a disconnected segment; staff said taking jurisdiction would require neighboring jurisdiction cooperation (Warren County or the city of Des Moines), and both declined when staff contacted them. The committee’s unanimous recommendation was not to pursue adoption at this time.
Council approved a motion to table active pursuit of adopting Highway 28 and asked staff to monitor future opportunities and partner options, including potential access or economic development routes along alternative corridors; motion carried on roll call.
