Norwalk council approves site plans, tax abatement and code amendments in compact Nov. 20 session

Council approved a 5-year partial tax abatement and minimum-assessment agreement for Demos Orthopedic Centers, approved the Affinity Credit Union site plan and pergola for the city sports complex with a $90,395 landscaping contract, and adopted several non-substantive code and fee changes after waiving readings.
At its Nov. 20 meeting the Norwalk City Council approved several routine development and administrative items: a tax-abatement package for Demos Orthopedic Centers, a site plan for Affinity Credit Union, an amended site plan and construction contract for the Norwalk Central Sports Complex pergola, and several code and fee updates.
Tax abatement: Holly (staff) told council that a new state law requires a "minimum assessment agreement" attached to every tax-abatement application. Council approved a five-year partial commercial abatement for Demos Orthopedic Centers with a $5,000,000 minimum assessment; staff said the developer projects property value of roughly $5.4–$5.5 million.
Affinity Credit Union site plan: Staff presented a site approximately south of Hyper Energy Bar bounded by Cherry Parkway, High Road and Hughes Drive. The plan provides 20 parking stalls (code requires 10); staff recommended a parking-waiver adjustment for a corner stall and recommended a raised concrete island and 'right-in/right-out' access to mitigate weekend tournament traffic. Council approved the site plan and associated waiver.
Sports complex pergola and landscaping contract: Council approved an amended site plan adding a permanent pergola between the field house and the mullets area at the Norwalk Central Sports Complex. Council then approved a contract with Black Diamond Landscaping LLC for the construction at a project cost of $90,395, to be paid using high-impact grant funds and park trust funding with additional Jean-confirmed funds and furnishings to cover overages.
Code and fee updates: Council approved first reading of various non-substantive amendments to building permit fees, plan-review fees, truck routes, tree-height sections and related chapters, then voted to waive second and third readings and adopt the changes. The council also advanced a first reading to update Chapter 35 regarding the fire department to remove "volunteer" terminology and change the fire chief dismissal process to require council consent.
Council handled the items without extended debate and recorded roll-call votes where required. Staff also reminded council of routine updates and upcoming events, including a REAP grant for a trail connection and the city’s annual tree-lighting event.
