Norwalk approves Legacy Area street rehab plans and awards contract to TK Concrete

Norwalk City Council held a public hearing on Nov. 20 for the Legacy Area street rehabilitation project, which covers Colonial Parkway and Colonial Circle, and subsequently approved the project’s plans and contract awards required to start construction.
Wayne from Public Works described scope elements including street patching, sidewalk improvements, pavement striping and a more substantial patching and detour on Colonial Parkway south of Greg Young. Staff said seven bids were received and recommended TK Concrete based on prior performance on city projects.
Council passed three consecutive resolutions: final approval of plans, specifications, form of contract and estimate of cost; awarding the construction contract to TK Concrete for the bid amount presented; and approving contract and bonding documents to authorize payment and contract execution. Council recorded roll-call approvals for each motion.
Staff said changeable message boards and detour routes will be used during the portion of the project where Colonial Parkway will be shut down. The award follows prior council action in October that approved preliminary plan specifications; this set of approvals completes the procedural steps the city needs to begin work.
Council did not receive any oral or written public comments during the hearing. The contract award and contract-and-bond approvals clear the way for the contractor to begin scheduling the rehabilitation work under the city’s construction supervision and the contract terms.
