Norton City Council adopted the 2025 comprehensive plan update (Ordinance 109-2025) at its Dec. 1 meeting. The comprehensive plan updates the city’s long-range vision for land use, parks, downtown and other large-picture planning topics.

City planning staff told council the zoning-code update that follows the comprehensive plan will be a more in‑depth process and could take 12–18 months or longer; staff estimated the zoning-code rewrite would likely extend into 2027 because of the scope and required engagement. Council thanked the 19 volunteers and OHM engineering firm members who contributed to the plan work.

Council moved to adopt the ordinance, which passed on a roll-call vote. The council and staff said they will begin the zoning-code phase (implementation planning and public engagement) in the months ahead.
