North Bend to move forward with seismic retrofit planning after $2.5 million state grant; HGE Architects recommended as consultant

City staff and the fire chief briefed the council on Oct. 27 about a $2.5 million state grant awarded for seismic rehabilitation of the North Bend Fire Station and recommended engaging HGE Architects as consultant for design and construction administration.
The fire chief and the architecture representative described technical needs: piling and foundation work to address potential liquefaction, bolting tilt-up concrete panels to foundations, improved strapping and connections between wall plates and roof framing, replacement or refurbishment of apparatus bay doors, and limited exterior work intended to keep the building operational during phased construction. Staff said HGE conducted the initial study used to secure the grant and is eligible under ORS procurement exceptions to continue as the consultant because they have already substantially studied and documented the project.
Staff estimated about six months to prepare bid documents and proceed to procurement and construction phases under the grant timeline. Councilors asked about phasing and whether apparatus bays would remain functional during work; staff said the contractor would phase work and likely keep at least one apparatus bay in service while others are worked on. The recommended consultant engagement and inclusion of grant funds in the contract were noted as part of tomorrow’s consent agenda; no final contract award occurred at the work session.
