City to award repairs after hurricane damage to Living History Park; FEMA and insurance funds will be used

City staff told council on Oct. 13 they will award a bid to repair the Living History Park structures that were severely damaged by Hurricane Helene, using insurance proceeds and FEMA funding to limit taxpayer impact.
Assistant City Administrator JD McCauley said procurement required going out to bid and that one company submitted an acceptable bid. Staff plans to award the contract next week and start work immediately. The administrator and parks staff said they will try to complete repairs before the park’s spring events but could not guarantee firm dates.
Council and staff discussed coordination among departments and with Liberty District Park representatives and volunteer partners; staff said they are aiming to reinvest insurance proceeds into the park and to use FEMA funds for eligible repairs. Council members expressed appreciation for staff work and urged timely communication to stakeholders.
Next steps: award the bid at the upcoming council meeting, begin repairs once the contract is executed, and provide status updates to council and park stakeholders.
