City outlines Mead Street sewer repair linked to Maple Leaf development; requests refundable developer reimbursements

Staff said the work will involve cutting into Mead Street to replace about 10 feet of pipe and two T-connections. The project is tied to the Maple Leaf development and to state housing funding (referred to in the meeting as a state housing "senate bill 1530" award of $450,000). Staff said the grant originally required completion by July 1 and that the compressed schedule constrained the project scope; staff later said the contract time was extended to 2027 but that timing had previously limited spending decisions.
In addition, staff described storm-sewer extension work carried out by a private developer’s contractor and said the city received certified payroll and an invoice totaling about $13,888 for that work; staff characterized those charges as 100% eligible for refund through the grant and said the URA will submit developer bills for reimbursement.
Councilors did not record separate amendments; the sewer work discussion was included in the approved consent calendar. Staff said the contractor Johnson Roth Products was available to perform the excavation immediately.
Next steps: staff will proceed with the scheduled repair/contracting and process eligible reimbursements under the grant terms.
