North Augusta, S.C. — The City Council on Nov. 17 approved Ordinance 2025‑29, a nonexclusive franchise agreement allowing Lumos Fiber South Carolina, LLC to deploy fiber infrastructure in the city.
Miss Clifford, city staff, told council the ordinance — which had passed its first reading previously — permits Lumos to lay fiber and is intended to broaden consumer choices and foster competition among internet providers.
“Where they’re able to lay fiber, this would be a good add to the city for our citizens,” Miss Clifford said, noting potential consumer benefits from more providers. The council approved the ordinance unanimously on second reading.
The agreement is nonexclusive; staff framed the vote as a step to increase broadband options for residents rather than a direct municipal‑service contract. No dissenting public comments were recorded during the council discussion on the ordinance.
