Council amends planning‑and‑zoning absence notice rule to allow staff or chair to be notified

Councilors debated a long‑running inconsistency in how Planning & Zoning commissioners notify absences to the chair. Chair Stuart Mata said he expected direct notice; others said staff notice had been treated as sufficient in the past and that enforcing chair‑only notice had been inconsistent. Several commissioners and councilors reviewed archived meetings and said there were examples where staff had accepted notices without the chair being copied.

Councilor Roscoe moved to amend the zoning‑commission rules to allow a member to notify the chair and/or the planning & zoning director in advance to request an excused absence and to have the commissioners vote on whether to excuse the absence. The motion was seconded and carried (vote recorded as three ayes, one opposed). Staff will draft ordinance language for a formal amendment and return the item to the Dec. 16 agenda for second reading.

Chair Mata defended his practice as a reasonable management requirement; others said adding staff as an alternative notification channel and clarifying the process would reduce confusion and avoid political disputes over excused/unexcused determinations.
