The Leawood Planning Commission on Oct. 28 approved amendments to the Leawood Development Ordinance to add a regulated 'personal vehicle storage' use in the Business Park (BP) district, subject to a governing‑body special use permit.
Planning staff proposed the amendments after three work sessions. The recommended language restricts uses to indoor, climate‑controlled, self‑contained storage/display units for vehicles, boats or RVs; prohibits living quarters and commercial sales or repair; and requires controlled access/security. Because BP has no default parking ratios, staff proposed a minimal supplemental parking standard (roughly 1 space per 10,000 sq ft) to accommodate visitor/staff parking without creating excess unused surface lots.
Commissioners discussed wording refinements: they asked staff to replace an ambiguous 'human occupancy' phrase with the defined term 'living quarters' and to remove the 'high end' descriptor from the definition to avoid subjective thresholds. Staff agreed to take those refinements forward to the governing body. The commission voted unanimously to approve the ordinance amendments as amended.
