Jones and requested a $454,630 budget adjustment from the enterprise fund to fully fund the project (including 15% contingency and prior engineering costs). Finance staff confirmed the enterprise fund balance supports the adjustment.
Councilors asked how the project will be funded in the future and whether recent water/sewer-rate adjustments will be used to accelerate the program. Staff said the city budgets about $500,000 per year for water/sewer replacement and that the current package represents the first planned package within a multi‑street program; larger financing options (low‑interest loans or bonding) will be evaluated as the program continues. Staff estimated the construction will be completed in roughly 120 days once work begins.
