Council discussed funding options and the price escalation risk of delaying work. Several council members expressed support for moving forward while asking staff to return with a financing plan. Councilmember Warren moved that staff bring back a plan showing which projects would need to be deferred or reprioritized to fund the $24.4 million phase; the motion passed 7–0. Staff indicated they will work with the city’s bond counsel and financial adviser and present options at the next council meeting.
