The motion, seconded by Council President Kleberg, carried on a voice vote. Mayor Johnson then moved the appointment, seconded by Councilor Forsman; the council again approved the reappointment by voice vote.
The council did not discuss the appointment prior to the vote, and no councilor recorded opposition on the record. Julie Craig was present for the meeting to hear the action.
The council’s amendment and subsequent appointment were presented as a procedural necessity to ensure the audit committee could proceed with its scheduled business while the mayor is absent.
