The Owensboro City Commission voted to approve Municipal Order 25Dash2025, authorizing Mayor Tom Watson to execute a memorandum of agreement with the Kentucky Department of Military Affairs, Division of Emergency Management, to participate in FEMA’s public-assistance grant program.
City Manager said severe weather and flooding in April triggered a disaster declaration and caused damage along the riverbank and in the McConnell Plaza area. The municipal order authorizes the city to seek federal funds to repair that damage under the FEMA public-assistance program.
Mayor Tom Watson moved to approve the municipal order; the motion was seconded and commissioners indicated their approval by saying 'aye.' The manager described the action as necessary to enable the city’s participation in the FEMA program and to pursue federal reimbursement for repair costs.
Next steps: the mayor will execute the memorandum of agreement and the city will proceed with FEMA grant participation and project repairs as eligible under the program.
