Oskaloosa city manager receives positive 360 review and $5,000 raise

The Oskaloosa City Council reviewed a Concord Leadership Assessment (a 360-degree instrument) of the city manager and voted to increase the manager’s salary from $165,000 to $170,000 per the employment contract provision for a six-month review.
Council members collectively highlighted strengths identified in the assessment including communication, team-building, strategic planning and a willingness to engage department heads to set operational goals. Several councilors described the assessment as motivating and praised the manager’s willingness to take on long-term items such as TIF and strategic-plan follow-through.
A brief discussion clarified that the Concord assessment includes both quantitative scores and open-ended qualitative feedback; staff indicated the process will continue to be done in the open rather than closed session as it has been in the past at the manager's request.
A motion to adjust the manager's salary to $170,000 was moved and seconded and passed on roll call. The raise takes effect per the terms of the employment contract. Council members thanked the manager for his leadership and encouraged continued focus on strategic priorities.
Council did not include additional contract changes at this meeting; implementation will be handled by the city clerk and human resources consistent with the employment agreement.
