Owensboro commission approves minutes, appointments, financial report and personnel changes

Appointments: The commission approved board and commission appointments read by the city clerk, including the appointment of Kyle Odd to the Owensboro City Utility Commission to fill an unexpired term through Dec. 31, 2025 (and a three-year term beginning Jan. 1, 2026), reappointment of Landon Tong, ratification of Marty Thorpe to a one-year term on the Police and Firefighters Retirement Fund and appointment of Chief James Howard to a one-year term, and other neighborhood and planning appointments.
Financial report: The commission accepted the October financial report for audit after an overview by Finance Director Angela Wanninger showing October revenues of $11,665,381 and a positive variance for the four months ended October of $1,193,803 (primarily due to higher insurance premium license fees and property taxes). Wanninger noted timing differences for TIF receipts as a partial offset.
Personnel: The commission confirmed personnel actions including probationary and regular full-time appointments: Katrina Lee (bus driver, contingent on post-offer requirements) and five officers transitioning to regular status (Darren Brown, Anthony Esparza, Noah Hopper, Dominic Jackson, Derek Jesse), among other hires.
All motions were made, seconded and passed by voice vote during the meeting.
