Owensboro commission hears first reading of budget amendment that includes grant-funded police position

The Owensboro City Commission received the first reading of Ordinance 20-2025 on Sept. 2, a budget amendment for the fiscal year beginning July 1, 2025, that carries prior-year appropriations and incorporates recently awarded grants and capital needs.
City Manager described the amendment as a compilation of items accumulated over recent months and said it includes a grant the city was awarded to offset the cost of adding an additional police officer. "If you were back during the budget discussions, I think we added 2 additional officers in the budget. There was discussion about adding a third officer. And my response was, let's apply for a grant. And we did that, and we were awarded that grant," the City Manager said, noting the grant would allow adding a third officer at reduced cost to the city.
Other items called out in the amendment include appropriation for the purchase of the Walnut Street and Panel properties, restroom renovations at Ben Hall's Park and funds to finish a pickleball facility, as well as carryover for an approved item from the prior fiscal year that had been missed in earlier carryovers. The City Manager characterized the amendment as routine and described it as the third budget amendment this fiscal year.
Because this was the ordinance's first reading, no final action was taken; the matter will return for further consideration per the city's ordinance-reading schedule.
