Oroville awards Montgomery Roundabout construction contract; project estimated to slightly exceed budget

The Oroville City Council awarded the Montgomery Roundabout improvement contract to Duke Sherwood Contracting after receiving six bids at a public bid opening. Staff said the engineer’s estimate for the project was $450,000–$550,000 and that Duke Sherwood’s low bid was $544,590. Work includes removing the top asphalt lift, replacing pavement and striping, installing flashing beacons at crosswalks and rebuilding two damaged streetlight foundations.
Councilors were advised that the city had budgeted $650,000 for the project; with the construction contract and planned construction management costs the total will likely exceed the budgeted amount. Staff said they are exploring in-house inspection options and other savings to limit external construction-management costs. The council approved both the construction contract and a separate construction-management services agreement by unanimous vote.
Staff said the contractor will provide a traffic-control plan; paving activities may require daytime work depending on temperature for proper paving quality, but the city will aim to complete most work at night. Staff will return with final traffic-control and detour plans to inform the public ahead of closures.
