Councilmember(s) who had potential conflicts recused from the discussion and vote because they had family employed by the construction company. The motion to approve the resolution (No. 94 12) passed with five yes votes and two recusals. Staff indicated the amendment reflects work already completed and will be processed administratively in accordance with contract terms.
