Oskaloosa City Council on Oct. 6 directed staff to proceed with a preliminary design for the 8th Avenue West reconstruction that narrows the travelway to 27 feet and installs a sidewalk on the south side of the street.
The decision followed public comment from Nick Ryan, who told the council residents of 8th Avenue West wanted to retain a 31‑foot roadway to ensure parking and make room for emergency and utility vehicles. City staff had proposed the narrower design as a traffic‑calming and cost‑reduction measure, citing the street’s low vehicle volumes and conflicts with utilities on the north side.
Council members debated tradeoffs. Opponents warned the narrower cross section could reduce on‑street parking, complicate mailbox access and make drop‑offs at a longtime daycare at the end of the street more difficult. Supporters said a narrower roadway encourages slower driving speeds and lowers maintenance costs across the city’s street network. Staff noted the mailboxes would likely remain in their current locations and that U.S. Postal Service changes would be required to relocate them.
Councilor roll call on a test vote showed a majority in favor with several dissenting votes; the council indicated members could return to reconsider other options if needed. Staff will proceed with the design direction and may bring final plans or amendments back for further council action.
