The Oakdale City Council unanimously approved a resolution to authorize an Animal Control Officer (ACO) Supervisor position to provide on-site shelter supervision, training and operational oversight.
Patrick Mondragon, assistant to the city manager, told the council the city has experienced retention and training challenges and that a dedicated on-site supervisor would improve consistency, volunteer coordination and field operations. Staff proposed deallocating one ACO so the change would not increase total department headcount. The position would be a working supervisor who could respond to service calls while overseeing shelter operations.
Staff provided a fiscal estimate showing a net annual salary difference of $15,893 between the proposed supervisor and the deallocated ACO; the cost would be allocated among Oakdale (40%), Riverbank (40%) and Escalon (20%), translating to approximately $6,357 to Oakdale annually. The position’s salary range was proposed to match an existing dispatch-supervisor classification and would be subject to the Oakdale Police Officers Association bargaining group rules.
Council thanked staff for the packet and voted 4–0 to adopt the job description and salary range; staff will implement the position consistent with bargaining and interagency cost-sharing arrangements.
Next steps: staff will finalize job posting and salary placement, coordinate cost-sharing with Riverbank and Escalon, and bring administrative steps to implement the new supervisor position.
